What if Spring Cleaning can be summed up as, "Wow, this nice weather is giving me so much energy! I should use it to clean!"?

I'd say another part of it is being stuck indoors due to bad weather causing people to get either bored or annoyed at the clutter. The removal of the burden of Cabin Fever is definitely part of it.
